Proposals fɔr using C. D. & W. allocation.
I have observed from your despatch No. 136 of 12th December, 1950, that the capital outlay in connection with your proposal to establish a fertiliser factory in the New Territories is assessed at approx- imately £187,000 ($3,000,000). This compares with a figure of £62,500 quoted in the report enclosed in your despatch under reference (paragraphs 8 to 10 refer).
2. In view of this very large increase and also of your intention to devote a large part of Hong Kong's C. D. & W. allocation to housing for poorly paid workers, I should be grateful to receive an up-to-date and comprehensive statement of your proposals for making use of Hong Kong's C. D. & W. allocation.
